Frequently Asked Questions

Job Order Contracting (JOC) is an Indefinite Delivery, Indefinite Quantity (IDIQ) construction procurement method that allows agencies to contract for an unspecified number of projects as they arise, rather than determining every project in advance.

Contractors are competitively selected using an established unit-price structure, typically based on a Unit Price Book (UPB). Once the contract is awarded, eligible projects can be authorized through individual job orders without conducting a separate competitive solicitation for each project, subject to applicable procurement requirements.

Agencies and school districts utilizing JOC must also follow their applicable purchasing policies and procedures.

  • Unit Price Book (UPB): A detailed catalog of construction tasks with established unit prices used to develop project-specific pricing.

  • Adjustment Factor (Coefficient): A contractual multiplier applied to unit prices to account for the contractor’s overhead, profit, and other applicable pricing considerations.

  • Job Orders: Individual projects or construction tasks authorized under the JOC contract.

  • Smarter Resource Allocation: JOC streamlines construction procurement by reducing the time and effort required to solicit bids for individual projects. This allows procurement professionals to prioritize other responsibilities and make more effective use of available staff and resources.

  • Reduced Administrative Burden: Rather than initiating a separate competitive solicitation for every qualifying project, procurement teams can utilize an established JOC contract, significantly reducing repetitive paperwork, bid preparation, and administrative tasks.

  • Enhanced Cost Control: Established unit prices and contractual adjustment factors provide a consistent foundation for developing and reviewing project costs. When additional work or changes to an approved scope arise, pricing can be developed using the same contract methodology, with the additional scope documented and authorized through the appropriate change order or supplemental job order process.

  • Faster Project Delivery: With an existing contract in place, agencies can issue qualifying job orders without repeating the full competitive solicitation process. This can significantly reduce the time required to move a project into construction, particularly for urgent repairs, maintenance requirements, or projects with deadlines tied to grant funding.

  • Line-by-Line Pricing: JOC proposals provide detailed, itemized pricing, allowing agencies to evaluate individual construction activities, quantities, and associated costs. This level of transparency supports responsible spending, pricing review, and accountability for public funds.

  • High-Quality Construction: Unlike a traditional one-time construction award, JOC can establish an ongoing relationship between an agency and its contractor. Contractors have an incentive to consistently meet performance expectations to remain competitive for future job orders. As they become more familiar with an organization’s facilities, procedures, and standards, they can deliver work that is increasingly aligned with the agency’s expectations.

  • Project Management Flexibility: JOC allows facilities directors to plan and coordinate multiple construction projects under an established contracting framework. This flexibility is particularly beneficial for organizations with recurring maintenance, renovation, and facility improvement requirements.

  • Ability to Respond Quickly: By reducing the procurement steps required for individual qualifying projects, JOC helps facilities teams respond more efficiently to unexpected repairs, urgent maintenance, and changing facility priorities. This can help minimize downtime and disruptions to daily operations.

  • Consistency in Project Quality and Execution: Working with the same contractor across multiple projects helps establish consistent expectations for workmanship, scheduling, communication, and project delivery. Over time, the contractor develops a better understanding of the organization’s facilities and operating requirements, supporting greater continuity across its facility portfolio.

  • Simplified Budgeting and Financial Planning: Pre-established unit prices and contractual adjustment factors provide a more predictable basis for estimating construction costs. This helps facilities directors evaluate project expenses, plan future improvements, and allocate available funding more effectively.

  • Smarter Project Scheduling: The flexibility of JOC allows facilities teams to plan and prepare projects around operational demands and limited construction windows. For example, school districts can develop scopes and pricing in advance so projects are positioned to begin when summer breaks provide the best opportunity to complete renovations with minimal disruption to students and staff.

  • Safer, More Reliable Facilities and Infrastructure: JOC helps public agencies maintain and improve essential facilities, including schools, government buildings, and other qualifying public assets. More efficient project procurement can support timely repairs and improvements that benefit the people who rely on these facilities.

  • Better Public Services: By helping agencies complete facility improvements more efficiently, JOC supports the continued operation and improvement of buildings where essential community services are delivered. This allows public organizations to focus more resources on serving their communities.

  • Local Economic Opportunities: A consistent pipeline of construction projects can support economic activity by creating opportunities for local contractors, subcontractors, suppliers, and skilled tradespeople.

  • More Accessible and Functional Facilities: JOC can help agencies address facility deficiencies, improve accessibility, and modernize aging spaces. These improvements contribute to safer, more functional public environments that better accommodate the communities they serve.
